Port Arthur — Southeast Texas fishermen are claiming victory in a battle against what they call shrimp dumping by four foreign countries that now face duties ranging from 2.84% to 221.82%, according to information provided to KFDM/Fox 4 News by the American Shrimp Processors Association.
