The changing marine environment and the warming of the oceans in recent years have adversely affected Japanese fisheries. Amid a decline in fish and shellfish production, Japan’s national and local governments alike are calling strongly for nonfisheries operators—that is, the general public—to comply with the rules governing the catching of fish and shellfish in coastal areas.
