The OFCC is a liaison group comprised of trawl fishermen and owners of submarine fiber-optic cables that land on the Oregon coastline. Its purpose is to foster communication, coordination, and cooperation between the fishing industry and the owners and installers of undersea cables in the Oregon offshore fishing grounds. The OFCC helps cable owners identify cable routes that minimize the impacts to fishermen and has an extensive roll in educating the fishing fleet in safe operating procedures when fishing near submarine cables.
