RALEIGH — In the wake of strong concerns in written comments and voiced during a public hearing last month in Morehead City, the N.C. Department of Environmental Quality’s Division of Coastal Management (DCM) has extended the public comment period on a NOAA proposal to enact new speed limit rules for vessels in order to protect critically endangered North Atlantic right whales.
